Minister of Housing Issues Decision to Set up Sections in Ministry’s Organizational Structure

HE Shaikh Saif bin Mohammed bin Saif Al-Shabibi, Minister of Housing, issued a ministerial decision No. (38/2017) establishing a number of sections in the organizational structure of the ministry.

The decision, in its first article, establishes follow-up section under the legal department in the minister office, which is concerned with the preparation of memoranda of judgment requests, statements of expenses of cases, preparation of memorandums to be submitted to the minister on the implementation of judgments, and follow-up of concerned directorates and departments to put the provisions into effect and to express their legal opinion in the execution of judgments and problems that may arise during that, in addition to preparing the memoranda concerning the implementation of the financial aspects of judgments and their follow-up.

In addition, the section is authorized to receive execution notices of which judgments have been issued and propose to refer them to competent authorities to implement those judgments, prepare correspondences with courts in order to give feedback on the implementation of judgments, follow up the implementation of the judgments in direct proceedings before the courts regarding abstaining from executing judgments and reporting them, in addition to deriving legal principles from court judgments and classify them on the light of those principles, propose practical solutions to execute judgments and prepare regular reports on the section activities.

The Ministerial Decision in its second article stipulates the creation of the end of service and entitlements section under the department of human resources in the Directorate General for Administrative and Financial Affairs and the change of the name of the files and end of service section to files and personnel data section. The end of service and entitlements section is responsible for the procedures of ending staff services, the establishment and monitoring of the employee retirement age, the preparation of annual lists of employees expected to be retired due to reaching the legal age and the preparation of end of service notices for any of the reasons set forth in the Civil Service Law and its Executive Regulations, and communicate with concerned authorities to extend staff service after retirement age.

The section also deals with the preparation of decisions of termination of service and the follow up of payment of their dues in coordination with the concerned authorities and the implementation of the decisions and recommendations of the Personnel Affairs Committee and the Board of Accountability in respect of termination of service, referral to retirement,  preparation of decisions for the disbursement of end of service grant and funeral expenses and consolation in the event of death, and the preparation of calculation forms of end of service benefits and sending them to Civil Services Employees Pension Fund and follow them up in addition to preparing regular reports concerning the work activities of the section.
